During the forum, Joo-Seon Choi noted that placing excessive emphasis on the ownership of rights in individual outputs created through the development of AI-based public services could hinder innovation and experimentation.
She further suggested that, rather than establishing a separate compensation system for development achievements, it may be preferable for the rights to be vested in the government.
Joo-Seon Choi is a legal expert specializing in personal information protection, intellectual property, and artificial intelligence. She has served as a member of the Policy Advisory Committee and the Regulatory Review Committee of the Ministry of the Interior and Safety, as well as a member of the Public Data Strategy Committee, and has actively engaged in advisory work relating to digital policy and AI law and regulation.
The forum was regarded as a meaningful opportunity to discuss the establishment of an institutional foundation for AI innovation in the public sector, together with the direction of a reasonable rights and compensation framework for AI development outcomes.
