The Autonomous Decentralization Development Research Association, a research group of Incheon City Council members, held the "Second Debate on the Necessity of Enacting the Local Council Act" at the seminar room of the City Council's Public Administration and Security Committee on October 26. The debate was held to share opinions on the details ahead of the drafting of the Local Council Act, which the Incheon City Council will propose to the National Assembly.  

Lawyer Han Yong-hyun of One Law Partners participated in the debate. Attorney Han Yong-hyun said, "The personnel hearing is an important device for the local council to check the authority of local governments," and stressed, "It is not appropriate for the deputy mayor and deputy governor, who are considered local public officials, to be excluded from the personnel hearing, so it needs to be supplemented.".
